In Which Areas of Technical AI Safety Could Geopolitical Rivals Cooperate?

International cooperation is common in AI research, including between geopolitical rivals. While many experts advocate for greater international cooperation on AI safety to address shared global risks, some view cooperation on AI with suspicion, arguing that it can pose unacceptable risks to national security. However, the extent to which cooperation on AI safety poses such risks, as well as provides benefits, depends on the specific area of cooperation. In this paper, we consider technical factors that impact the risks of international cooperation on AI safety research, focusing on the degree to which such cooperation can advance dangerous capabilities, result in the sharing of sensitive information, or provide opportunities for harm. We begin by why nations historically cooperate on strategic technologies and analyse current US-China cooperation in AI as a case study. We further argue that existing frameworks for managing associated risks can be supplemented with consideration of key risks specific to cooperation on technical AI safety research. Through our analysis, we find that research into AI verification mechanisms and shared protocols may be suitable areas for such cooperation. Through this analysis we aim to help researchers and governments identify and mitigate the risks of international cooperation on AI safety research, so that the benefits of cooperation can be fully realised.

Hallucinations or Attention Misdirection? The Path to Strategic Value Extraction in Business Using Large Language Models

Large Language Models with transformer architecture have revolutionized the domain of text generation, setting unprecedented benchmarks. Despite their impressive capabilities, LLMs have been criticized for generating outcomes that deviate from factual accuracy or display logical inconsistencies, phenomena commonly referred to as hallucinations. This term, however, has often been misapplied to any results deviating from the instructor's expectations, which this paper defines as attention misdirection rather than true hallucinations. Understanding the distinction between hallucinations and attention misdirection becomes increasingly relevant in business contexts, where the ramifications of such errors can significantly impact the value extraction from these inherently pre-trained models. This paper highlights the best practices of the PGI, Persona, Grouping, and Intelligence, method, a strategic framework that achieved a remarkable error rate of only 3,15 percent across 4,000 responses generated by GPT in response to a real business challenge. It emphasizes that by equipping experimentation with knowledge, businesses can unlock opportunities for innovation through the use of these natively pre-trained models. This reinforces the notion that strategic application grounded in a skilled team can maximize the benefits of emergent technologies such as the LLMs.

Artificial Intelligence in Port Logistics: A Bibliometric Analysis of Technological Integration and Research Dynamics

The paper explores the transformation of port logistics operations with artificial intelligence during the port transformation into a smart port. The research integrates capabilities-based resource analysis and dynamic capabilities with sociotechnicalimplementations of technologies and resilience approaches of complex systems under disruptions. The system applies robustdata infrastructures to propel analytical and AI modules that become effective once integrated with sufficient governance systems and trained personnel and operational processes to transform planning and safety and sustainability operations.It applies Scopus bibliometric research to analyze 123 articles using a systematic approach with both a search protocol and a document screening and duplication verification. It incorporates annual behavior and distribution of author and country performance analysis with science mapping techniques that explore keyword relation and co-citation and bibliographic coupling and conceptual structuring tools that construct thematic maps and multiple correspondence analysis with community detection while applying explicit thresholding and robust tests.The research connects AI applications to smart port domains through specific data-to-impact pathways while providing a method for bibliometric analysis that enables future updates. The research presents a step-by-step approach for data readiness followed by predictive and optimization implementation and organizational integration. The paper supports public policy through recommendations for data sharing standards and complete environmental benefit assessments. The research proposes a future study plan whichcombines field-based testing with multiple port assessments to enhance both cause-effect understanding and research applicability.

aiSTROM -- A roadmap for developing a successful AI strategy

A total of 34% of AI research and development projects fails or are abandoned, according to a recent survey by Rackspace Technology of 1,870 companies. We propose a new strategic framework, aiSTROM, that empowers managers to create a successful AI strategy based on a thorough literature review. This provides a unique and integrated approach that guides managers and lead developers through the various challenges in the implementation process. In the aiSTROM framework, we start by identifying the top n potential projects (typically 3-5). For each of those, seven areas of focus are thoroughly analysed. These areas include creating a data strategy that takes into account unique cross-departmental machine learning data requirements, security, and legal requirements. aiSTROM then guides managers to think about how to put together an interdisciplinary artificial intelligence (AI) implementation team given the scarcity of AI talent. Once an AI team strategy has been established, it needs to be positioned within the organization, either cross-departmental or as a separate division. Other considerations include AI as a service (AIaas), or outsourcing development. Looking at new technologies, we have to consider challenges such as bias, legality of black-box-models, and keeping humans in the loop. Next, like any project, we need value-based key performance indicators (KPIs) to track and validate the progress. Depending on the company's risk-strategy, a SWOT analysis (strengths, weaknesses, opportunities, and threats) can help further classify the shortlisted projects. Finally, we should make sure that our strategy includes continuous education of employees to enable a culture of adoption. This unique and comprehensive framework offers a valuable, literature supported, tool for managers and lead developers.

Telecom Foundation Models: Applications, Challenges, and Future Trends

Telecom networks are becoming increasingly complex, with diversified deployment scenarios, multi-standards, and multi-vendor support. The intricate nature of the telecom network ecosystem presents challenges to effectively manage, operate, and optimize networks. To address these hurdles, Artificial Intelligence (AI) has been widely adopted to solve different tasks in telecom networks. However, these conventional AI models are often designed for specific tasks, rely on extensive and costly-to-collect labeled data that require specialized telecom expertise for development and maintenance. The AI models usually fail to generalize and support diverse deployment scenarios and applications. In contrast, Foundation Models (FMs) show effective generalization capabilities in various domains in language, vision, and decision-making tasks. FMs can be trained on multiple data modalities generated from the telecom ecosystem and leverage specialized domain knowledge. Moreover, FMs can be fine-tuned to solve numerous specialized tasks with minimal task-specific labeled data and, in some instances, are able to leverage context to solve previously unseen problems. At the dawn of 6G, this paper investigates the potential opportunities of using FMs to shape the future of telecom technologies and standards. In particular, the paper outlines a conceptual process for developing Telecom FMs (TFMs) and discusses emerging opportunities for orchestrating specialized TFMs for network configuration, operation, and maintenance. Finally, the paper discusses the limitations and challenges of developing and deploying TFMs.

AI Exchange Platforms

The rapid integration of Artificial Intelligence (AI) into organizational technology frameworks has transformed how organizations engage with AI-driven models, influencing both operational performance and strategic innovation. With the advent of foundation models, the importance of structured platforms for AI model exchange has become paramount for organizational efficacy and adaptability. However, a comprehensive framework to categorize and understand these platforms remains underexplored. To address this gap, our taxonomy provides a structured approach to categorize AI exchange platforms, examining key dimensions and characteristics, as well as revealing interesting interaction patterns between public research institutions and organizations: Some platforms leverage peer review as a mechanism for quality control, and provide mechanisms for online testing, deploying, and customization of models. Our paper is beneficial to practitioners seeking to understand challenges and opportunities that arise from AI exchange platforms. For academics, the taxonomy serves as a foundation for further research into the evolution, impact, and best practices associated with AI model sharing and utilization in different contexts. Additionally, our study provides insights into the evolving role of AI in various industries, highlighting the importance of adaptability and innovation in platform design. This paper serves as a critical resource for understanding the dynamic interplay between technology, business models, and user engagement in the rapidly growing domain of AI model exchanges pointing also towards possible future evolution.

EPO: Explicit Policy Optimization for Strategic Reasoning in LLMs via Reinforcement Learning

Large Language Models (LLMs) have shown impressive reasoning capabilities in well-defined problems with clear solutions, such as mathematics and coding. However, they still struggle with complex real-world scenarios like business negotiations, which require strategic reasoning-an ability to navigate dynamic environments and align long-term goals amidst uncertainty. Existing methods for strategic reasoning face challenges in adaptability, scalability, and transferring strategies to new contexts. To address these issues, we propose explicit policy optimization (EPO) for strategic reasoning, featuring an LLM that provides strategies in open-ended action space and can be plugged into arbitrary LLM agents to motivate goal-directed behavior. To improve adaptability and policy transferability, we train the strategic reasoning model via multi-turn reinforcement learning (RL) using process rewards and iterative self-play, without supervised fine-tuning (SFT) as a preliminary step. Experiments across social and physical domains demonstrate EPO's ability of long-term goal alignment through enhanced strategic reasoning, achieving state-of-the-art performance on social dialogue and web navigation tasks. Our findings reveal various collaborative reasoning mechanisms emergent in EPO and its effectiveness in generating novel strategies, underscoring its potential for strategic reasoning in real-world applications.

Manipulating Large Language Models to Increase Product Visibility

Large language models (LLMs) are increasingly being integrated into search engines to provide natural language responses tailored to user queries. Customers and end-users are also becoming more dependent on these models for quick and easy purchase decisions. In this work, we investigate whether recommendations from LLMs can be manipulated to enhance a product's visibility. We demonstrate that adding a strategic text sequence (STS) -- a carefully crafted message -- to a product's information page can significantly increase its likelihood of being listed as the LLM's top recommendation. To understand the impact of STS, we use a catalog of fictitious coffee machines and analyze its effect on two target products: one that seldom appears in the LLM's recommendations and another that usually ranks second. We observe that the strategic text sequence significantly enhances the visibility of both products by increasing their chances of appearing as the top recommendation. This ability to manipulate LLM-generated search responses provides vendors with a considerable competitive advantage and has the potential to disrupt fair market competition. Just as search engine optimization (SEO) revolutionized how webpages are customized to rank higher in search engine results, influencing LLM recommendations could profoundly impact content optimization for AI-driven search services.
